St. Petersburg State University (SPbU) Language testing center was established on August, 22 1997 for the purpose of organizing and performing the state testing of Russian as a foreign language (TORFL) for foreign citizens.At the moment Language testing center is a department of Center for Expert Advice. The Head of Center for Expert Advice is Zorina V. Myskova.
By the order of the Ministry of education and science of the Russian Federation of October, 28 2014 No. 1394 St. Petersburg State University was included in the list of educational organizations conducting the state testing of Russian as a foreign language, and is authorized to issue a certificate in the government-approved format. The certificate issued by SPbU is the only authorized document evidencing the knowledge of Russian as a foreign language according to the Common European Framework of Reference (CEFR). This certificate is required for admission to Russian universities, and is also included in the package of documents required to apply for Russian citizenship..
Alongside with conducting the TORFL (testing Russian as a foreign language) test, by the order of the Ministry of education and science of the Russian Federation of December, 2, 2014 No. 1533 St. Petersburg State University is authorized to conduct the integration exam of Russian language as a foreign language, Russian history and the fundamentals of legislation of the Russian Federation. Certificate of the Russian language proficiency, knowledge of Russian history and fundamentals of legislation of the Russian Federation, issued by St. Petersburg State University, is required to obtain work permit (or patent), temporary residence, and permit long-term residence.
