The University new charter adopted

The University new charter was adopted. It was in force until 1884. The charter was based on the idea of the autonomy of the University as a corporation of professors.

The main and largely independent governing body of the University was the Council. It brought together all the professors. The Council had the right to choose the rector, vice-rector, deans, and professors for vacant departments. The right to approve the position remained with the minister. Yet while the charter was in force, there were no cases of non-approval of the rector or deans at St Petersburg University.
