Experts from St Petersburg University develop an application for elections in the Leningrad region
Oleg Iakushkin is a leading software developer of the Distributed Ledger Technologies Centre at St Petersburg University, and Mikhail Lebedinskii is Chair of the Election Commission of the Leningrad Region. They have presented an application for observers to the Central Election Commission of the Russian Federation. It is called ELORIS.
An exhibition dedicated to the 25th anniversary of the State Automated System ‘Vybory’ (‘Elections’) opened in Moscow. At the exhibition, the country's leading technology companies presented new services and technologies for voting. One of the innovative products is the ELORIS system. It is designed for internal and external control of the electoral process.
It was developed by experts from the Distributed Ledger Technologies Centre at St Petersburg University and the Election Commission of the Leningrad Region specifically for the single voting day on 8 September 2019. The ELORIS project is implemented in the form of a mobile application that will make it possible for registered observers to communicate with the election commission. For example, the chairs of precinct election commissions will be able to use the application to inform higher election commissions about the turnout of voting participants.
The event was also attended by representatives of: Russia’s largest digital services provider Rostelecom; the State Corporation Rostec; Kaspersky Lab; and Bauman Moscow State Technical University. They presented: their developments to improve systems for processing ballots; projects for electronic remote voting; and innovations with facial recognition technology that will prevent multiple voting. Some of the developments, including ELORIS, will be used during the single voting day on 8 September.

This spring, St Petersburg University and the Election Commission of the Leningrad Region signed a cooperation agreement. The parties agreed to work together on digital solutions for the electoral process. Additionally, the agreement provides for cooperation in the field of educational, informational and research activities.
