Sergei Belov awarded the Anatoly Koni Medal

The award has been presented to Sergei Belov, Dean of the Faculty of Law at St Petersburg University, by Konstantin Chuychenko, Minister of Justice of the Russian Federation.

The ceremony marked the 180th anniversary of Anatoly Koni, a lecturer of the University, a lawyer, a judge, an orator, and a public figure.

 The Anatoly Koni Medal is the highest departmental award of the Ministry of Justice of the Russian Federation. The award is given for major contributions to the implementation of state policy in the field of justice and legislation, ensuring the legitimate interests of a person and the state.

Sergei Belov has been teaching at the University for more than 20 years. He has been serving as the Head of the Faculty of Law since 2017, Head of the Department of Constitutional Law, and Head of the Research Institute for the State Language at St Petersburg University. He is the editor-in-chief of the journal ‘Pravovedenie’ and a member of the scientific advisory council at the Supreme Court of the Russian Federation.

Sergei Belov is the head of the University expert project ‘Monitoring law enforcement’, i.e. a project that is set to collect, summarise and analyse information on how legal regulations, mainly laws, are applied in practice. Such projects are aimed at gaining an understanding of how courts or government agencies interpret laws, what problems arise when applying legal acts, and what can be done to improve the effectiveness of the application of a particular rule. 

St Petersburg University has been cooperating with the Ministry of Justice in the field of monitoring law enforcement since 2011. The University sends the research results to the Russian Ministry of Justice for the preparation of a draft annual report to the President of the Russian Federation on the results of monitoring law enforcement.
