Programme description
  • The bachelor’s programme ‘Law’ (with Advanced Study of Tax Law) combines the traditions of classical legal education of the oldest university in Russia with unique innovative university developments and methods in legal education. The programme includes relevant courses that reflect current trends in the legal services market and meet the requirements of employers in this area (tax authorities in the Russian Federation in particular). In addition to fundamental theoretical training, students acquire skills in interpreting norms of Russian law and applying Russian legislation to specific practical situations
  • The use of an information telecommunication environment enables students to access learning materials online and make use of a wealth of electronic library resources
  • The programme is aimed at training lawyers specialising in tax law who are competitive both in the Russian and international labour markets. They are equipped with the necessary professional skills and can work in public service, in tax and financial authorities of the Russian Federation. The graduates of the programme are prepared to develop tax legislation and enforce laws governing state taxation while ensuring compliance with constitutionally established guarantees, rights, and legitimate interests of all stakeholders

  • N. Sheveleva — Doctor of Law, Professor, holder of ‘For Merit to the Fatherland’ medal (2nd class), member of the Public Council under the Federal Tax Service of Russia. Her research interests include budgetary law, the Russian taxation system, corporate profit tax, and education law
  • O. Nogina — Doctor of Law, Associate Professor. Her research interests encompass legal status of state non-budgetary funds, tax compliance monitoring, transfer pricing regulations, special tax regimes, and the taxation system for self-employed individuals
  • S. Ovsyannikov — PhD in Law, Associate Professor, member of the Scientific Advisory Council of the Federal Tax Service of Russia, member of the Scientific-Consultative Council of the Supreme Court of the Russian Federation. His research studies focus on tax procedures, enforcement of tax liabilities, legal status of tax authorities, value-added taxation, and corporate profit tax regulations
  • M. Kustova — PhD in Law, Associate Professor, member of the Scientific-Consultative Council of the Supreme Court of the Russian Federation. Her research interests lie in budgetary law, proceedings in cases of tax offences, statutory liability for tax violations, and personal income tax regulations
  • S. Sosnovsky — PhD in Law, Associate Professor. His research focuses on the Russian tax system, the legal status of tax authorities, the legal status of taxpayers, value-added taxation, corporate income taxation, property taxation
  • E. Kilinkarova — PhD in Law, Associate Professor, member of the Scientific-Consultative Council of the Supreme Court of the Russian Federation, Academic Director of the ‘Tax Law and Tax Consulting’ master’s programme. Her research interests lie in budgetary law, legal regulation of international taxation in Russia, law of international tax treaties, comparative income taxation, anti-avoidance rules in tax law, and tax law of the People’s Republic of China
  • V. Savinykh — PhD in Law, Associate Professor. Professor Savinykh’s research interests focus on the Russian tax system, the legal status of tax authorities, corporate property taxation, cadastral value in taxation
  • A. Trofimov — PhD in Law, Associate Professor. His research interests include budgetary law, Russian tax system, taxation system in the People’s Republic of China, corporate income taxation

  • The teaching staff includes: practicing lawyers; workers of the Federal Tax Service; leading specialists of the Administration of the Federal Tax Service for St Petersburg; and representatives of the legal business. This makes it possible for students to study not only the theoretical foundations of the profession, but also acquire information on legal practice in the legal sector
  • Practical training is held at St Petersburg tax departments
  • Graduates of the bachelor’s programmes speak English at a level of proficiency comparable to the B2 level of the Common European Framework of Reference for Languages (CEFR)
  • Students gain access to the branch department of the M. Gorky Scientific Library, which contains unique editions of the 16th — 19th centuries and contemporary Russian and foreign literature on pressing issues of legal science 
  • In accordance with the established educational standard for persons with higher professional education, individual curricula are developed following the results of teaching methodology expertise. These individual curricula are based on the curriculum of the current bachelor’s programme in Law and take into account previous learning outcomes
  • The use of eLearning — an information telecommunication environment — makes it possible for students to: access educational materials (lecture notes, presentations and video recordings of lectures, syllabi of the courses studied) online; take part in webinars; and use electronic library resources
