Regulation for the St Petersburg University Olympiad for School Students
General Provisions
- This Regulation on St Petersburg University Olympiad for School students (hereinafter referred to as St Petersburg University Olympiad for School students, or the Olympiad) has been developed in accordance with the Procedure for holding School Olympiads approved by Order No 285 of the Ministry of Education and Science of the Russian Federation dated 22 October 2007 (as amended by Orders of the Ministry of Education and Science of the Russian Federation No 255 dated 4 September 2008, No 92 dated 20 March 2009, No 371 dated 06 October 2009, No 1006 dated 11 October 2010), and determines the procedure for organising and holding the Olympiads, its organisational and methodological support, the procedure for participation in the Olympiad and determining its winners and awardees.
- The main purpose of the Olympiad is to identify and develop students’ creative abilities and interest in research activities, create the necessary conditions for the support and development of gifted children, disseminate and popularise scientific knowledge, attract talented young people to study at leading universities in Russia.
- The Olympiad is held by St Petersburg University according to the decision of the Organising Committee of the Olympiad. The co-organisers of the Olympiad may be federal state authorities, state authorities of the subjects of the Russian Federation, state-accredited educational institutions of higher professional education, state (municipal) scientific and research institutions, other legal entities on the basis of cooperation agreements in the field of conducting school Olympiads. State-accredited educational institutions of secondary vocational education, educational institutions of additional education, general education institutions, public organisations, state—public associations, and other legal entities (hereinafter referred to as third-party organisations) may be involved in the Olympiad on the basis of relevant agreements.
- The Olympiad is held in general subjects and/or sets of subjects. The list of general subjects and/or sets of subjects for which the Olympiad is held is approved annually by the Organising Committee of the Olympiad. The Olympiad is held according to the tasks compiled on the basis of approximate basic general education programs of basic general and secondary (full) general education (hereinafter referred to as Olympiad tasks), which contain practical and theoretical tasks and issues of a competitive nature. The Olympiad in a set of subjects is conducted according to the tasks of the Olympiad, subordinated to the general structure, logic and interdisciplinary problems. The tasks of the Olympiad in a set of subjects cannot consist of separate tasks in general subjects.
- The Olympiad is held within the terms established by the decision of the Organising Committee of the Olympiad, but not contradicting the terms of the Olympiads for School students established by the Ministry of Education and Science of the Russian Federation. The Olympiad includes at least two mandatory stages:
- the qualifying stage, which can be conducted in in-person form and/or online, with the use of distance educational technologies;
- the final stage, which is held in person.
- The form of the Olympiad stages for each subject and/or set of subjects is determined by the Rules of the Olympiad.
- The Olympiad is held in St Petersburg, as well as in other subjects of the Russian Federation and in foreign countries. The possibility of holding the Olympiad in foreign countries is determined by the legislation of these states and international agreements.
- The language of the Olympiad is the state language of the Russian Federation — Russian, unless otherwise is provided by the Rules of the Olympiad.
- Students of educational institutions who master general education programs of basic general and secondary (full) general education take part in the Olympiad on a voluntary basis.
- Financial support for the Olympiad is provided by St Petersburg University, including the involvement of funds from the co-organisers of the Olympiad, legal entities involved in the Olympiad, on the basis of separate agreements (contracts) defining the terms of financing, the procedure for settlements and the responsibility of the parties for non-fulfillment of obligations. Financing of expenses related to the Olympiad is carried out in accordance with the estimates approved for the relevant academic year, in accordance with the procedure established in St Petersburg University.
- The collection of fees for participation in the Olympiad is not allowed.
Organisational and Methodological Support of the Olympiad
- To conduct the Olympiad, the Rector of St Petersburg University (or an official authorised by him) creates the Organising Committee of the Olympiad, the Methodological Committee of the Olympiad, the Jury of the Olympiad for a period of one year. The Chairman of the Organising Committee of the Olympiad, the Chairman of the Methodological Committee of the Olympiad and the Chairman of the Olympiad Jury are appointed by the Rector of St Petersburg University (or an official authorised by him).
- The structure and composition of the Organising Committee of the Olympiad, formed from the employees of St Petersburg University and other persons, including representatives of state authorities of the Russian Federation, as well as representatives of St Petersburg University students from among the winners and awardees of international Olympiads, the All-Russian School Olympiad, St Petersburg University Olympiad for School students, is approved by the Rector of St Petersburg University (or an official authorised by him).
- The Organising Committee of the Olympiad (hereinafter referred to as the Organising Committee) performs the following functions and powers:
- develops and submits for approval to the Rector of St Petersburg University a draft of Regulation on St Petersburg University Olympiad for School students and drafts of necessary amendments to it;
- forms the composition of the Methodological Committee of St Petersburg University Olympiad for School students (hereinafter referred to as the Methodological Committee) and the Jury of St Petersburg University Olympiad for School students (hereinafter referred to as the Jury);
- decides on the appointment of coordinators of St Petersburg University Olympiad for School students for each subject and (or) a set of subjects under the Organising Committee;
- approves the rules for creation of assignments for each subject and (or) a set of subjects of St Petersburg University Olympiad for School students;
- approves the Procedure Regulations on the St Petersburg University Olympiad for School students;
- approves the criteria and methodology for evaluating completed tasks of St Petersburg University Olympiad for School students;
- approves the schedule of St Petersburg University Olympiad for School students;
- approves the results of St Petersburg University Olympiad for School students in each subject and (or) a set of subjects, including the list of winners and awardees of St Petersburg University Olympiad for School students based on the submission of the Chairman of the Jury;
- approves the Rules of Procedure for Filing and Considering appeals of participants of St Petersburg University Olympiad for School students and makes final decisions based on the results of consideration of appeals of participants of St Petersburg University Olympiad for School students;
- within the time limits set by the Ministry of Education and Science of the Russian Federation, approves and submits to the Russian Council of School Olympiads an annual report on the results of St Petersburg University Olympiad for School students;
- approves the set of documents sent to the Russian Council of School Olympiads required for the inclusion of St Petersburg University Olympiad for School students in the List of School Olympiads approved annually by the Ministry of Education and Science of Russia;
- performs other functions and powers necessary for the organisation and holding of St Petersburg University Olympiad for School students.
- Members of the Organising Committee, together with members of the Methodological Committee and members of the Jury, participate in the consideration of appeals of participants of St Petersburg University Olympiad for School students.
- Members of the Organising Committee take part in awarding the winners and awardees of St Petersburg University Olympiad for School students.
- The structure and composition of the Methodological Committee of the Olympiad are formed by the Organising Committee of the Olympiad and approved by the Rector (or an official authorised by him). The Methodological Committee of the Olympiad includes employees of St Petersburg University, and may include leading experts in relevant fields of knowledge and/or professional activity who are not employees of St Petersburg University. Members of the Methodological Committee of the Olympiad may not be part of the Jury of the Olympiad. The members of the Methodological Committee of the Olympiad sign an obligation not to disclose the tasks of the Olympiad, the form of which is approved by the Organising Committee.
- The Methodological Committee of the Olympiad performs the following functions and powers:
- develops and submits for approval by the Organising Committee the rules for creation of assignments for each subject and/or set of subjects;
- develops requirements for the qualifying and final stages of the Olympiad, including requirements for the technical support of each stage, principles for the formation of sets of tasks of the Olympiad and summing up the results of the Olympiad;
- develops the materials of the Olympiad tasks for each of the stages of the Olympiad in the amount set by the Deputy Chairman of the Organising Committee of the Olympiad;
- ensures that the tasks of the Olympiad correspond to the approximate basic general education programs of basic general and secondary (full) general education;
- ensures the methodological unity of the materials of the Olympiad tasks, taking into account the possibility of holding the Olympiad in various forms, schedules and geographically distributed places;
- ensures the confidentiality of Olympiad task materials and non-disclosure of the content of Olympiad task materials;
- develops and submits for approval by the Organising Committee criteria and methods for evaluating completed tasks at all stages of the Olympiad;
- participates in the review (together with the Organising Committee Olympiads and the Jury of the Olympiad) appeals of the participants of the Olympiad;
- develops and submits for publication demonstration versions of Olympiad tasks and their solutions, develops and prepares for publication teaching aids for participants of St Petersburg University Olympiad for School students students and school teachers;
- submits proposals to the Organising Committee on issues related to improving the organisation of the Olympiad;
- performs other functions and powers in accordance with the Regulations on the Olympiad.
- The structure and composition of the Methodological Committee of the Olympiad are formed by the Organising Committee of the Olympiad and approved by the Rector (or an official authorised by him). The Methodological Committee of the Olympiad includes employees of St Petersburg University, and may also include leading experts in relevant fields of knowledge and/or professional areas who are not employees of St Petersburg University. The members of the Olympiad Jury may not be part of the Methodological Committee of the Olympiad.
According to the decision of the Organising Committee of the Olympiad, at least 2 (two) leading experts in the relevant fields of knowledge and/or professional activity who are not employees of St Petersburg University are included in the Jury of the Olympiad in each subject (set of subjects) as co-chairs of the Olympiad Jury in the relevant subject (set of subjects). - The Methodological Committee of the Olympiad performs the following functions and powers:
- checks and evaluates the results of the Olympiad tasks by the Olympiad participants;
- analyses the completed tasks of the Olympiad and submits to the Organising Committee an annual analytical report on the results of checking the tasks of the Olympiad;
- based on the verification and evaluation of the tasks performed by the participants of the Olympiad, submits for approval by the Organising Committee the results of the Olympiad for each general subject and/or set of subjects, including a ranked list of participants of the Olympiad for approval of the list of winners and awardees of the Olympiad;
- participates in the consideration (together with the Organising Committee of the Olympiad and the Methodological Committee of the Olympiad) of the appeals of the participants of the Olympiad;
- performs other functions and powers in accordance with the Regulation on the Olympiad.
Organisation and Holding of the Olympiad
- The schedule of the Olympiad of School students for the current academic year is approved by the Chairman of the Organising Committee on the basis of the decision of the Organising Committee no later than the start date of the Olympiad and is announced on the official website of St Petersburg University www.spbu.ru in the section dedicated to the Olympiad, — www.spbu.ru/OLYMPIADA.
- Prior to the start of the Olympiad, preliminary registration of participants of the Olympiad is organised, including its interactive form on the official website of St Petersburg University www.spbu.ru in the section dedicated to the Olympiad, — www.spbu.ru/OLYMPIADA. Registration of participants can also be carried out immediately before the start of each of the stages of the Olympiad if it is held in person.
- The winners and awardees of the previous qualifying stage of the Olympiad are allowed to participate in each subsequent stage.
- The number of winners of each stage of the Olympiad in a general subject (set of subjects) should not exceed 10 percent of the total number of participants in the corresponding stage of the Olympiad in the corresponding general subject (set of subjects). The total number of winners and awardees of each stage of the Olympiad in the general subject (set of subjects) in which the Olympiad is held should not exceed 35 percent of the total number of participants in the corresponding stage of the Olympiad in the corresponding general subject (set of subjects).
- The number of winners of each stage of the Olympiad in a general subject (set of subjects) should not exceed 7 percent of the total number of participants in the corresponding stage of the Olympiad in the corresponding general subject (set of subjects).
- The winners and awardees of the final stage of the Olympiad in the relevant general subject (set of subjects) of the previous year can take part in the final stage of the Olympiad if they continue to master the educational programs of basic general or secondary (full) general education.
- Within the framework of the qualifying stage of the Olympiad, the tasks of the Olympiad can be performed in writing, using online methods and educational technologies, unless otherwise established by the Rules of the Olympiad.
- Within the framework of the final in-person stage of the Olympiad, the tasks of the Olympiad are performed in writing, unless otherwise established by the Rules of the Olympiad.
- The final in-person stage of the Olympiad in subjects (sets of subjects) is held in person and is organised in accordance with the Rules of the Olympiad.
- Appeals based on the results of the Olympiad are conducted in accordance with the Rules of Procedure for filing and considering appeals of participants of the Olympiad of School students of St Petersburg University.
- Summing up the results of each of the stages of the Olympiad is carried out simultaneously, after the end of the corresponding stage of the Olympiad in the regions of the Russian Federation and foreign countries in accordance with the schedule of the Olympiad, but no later than the deadlines set by the Ministry of Education and Science of the Russian Federation. When summing up the results and determining the winners and awardees, all works performed at all points of the Olympiad, both in-person and online (where possible) forms in the relevant general subject (set of subjects) are considered simultaneously.
- Summing up the results of the Olympiad is carried out according to the results of a personal (individual) test.
- The winners and awardees of the Olympiad stages are determined based on the results of the participants of the corresponding stages of the Olympiad. The winners and awardees of the Olympiad are determined based on the results of the participants of the final stage of the Olympiad.
- The winners of the Olympiad are the participants of the Olympiad awarded with diplomas of the 1st degree. The winners of the Olympiad are the participants of the Olympiad awarded with diplomas of 2nd and 3rd degrees.
- The winners and awardees of the qualifying stages of the Olympiad may be awarded diplomas of the winners and awardees of the stages by the decision of the Organising Committee of the Olympiads. Samples of diplomas of winners and awardees of the qualifying stages of the Olympiad are approved by the Organising Committee of the Olympiad.
- The winners and awardees of the final (in-person) stage of the Olympiad are awarded with diplomas of the winners and awardees of the Olympiad. Samples of diplomas of winners and awardees of the final stage of the Olympiad in general subjects and/or sets of subjects included in the List of school Olympiads for the corresponding academic year are approved by the Ministry of Education and Science of the Russian Federation. Samples of diplomas of winners and awardees of the final stage of the Olympiad in general subjects and/or sets of subjects included in the List of school Olympiads for the corresponding academic year are approved by the Ministry of Education and Science of the Russian Federation.
- Participants of the Olympiad can be awarded with certificates of the participant, diplomas, memorable gifts.
- The diplomas of the winners and awardees of the final stage of the Olympiad are signed by the Chairman of the Organising Committee of the Olympiad.
- All changes and additions to the present Regulation are developed by the Organising Committee of the Olympiad and approved by the Rector of St Petersburg University.
