The foreign education and qualifications should be recognized in the Russian Federation in order to provide access to the next level of education.
Every year, the Government of the Russian Federation publishes a list of foreign educational organizations whose degrees are recognized in Russia. The credentials of other educational organizations should be recognized on an individual basis.
Educational documents must be legalized in order to be officially accepted in Russia. This can be done through Apostille or Russian Consulate legalization, depending on the country where the official educational document was issued. The only exceptions are documents issued by member countries of agreements that abolish the need for legalization. The Committee for Recognition of Foreign Education is in charge of the evaluation of the educational credentials and the recognition procedure at St.Petersburg State University.

How to prepare the academic documents for submission?
The minimum (compulsory) package of documents includes:
An original Credential (document of education) and its supplements with grades/marks
The documents should be legalised by the Consulate of the Russian Federation or by Apostille.
Legalisation must be carried out in the country, issuing the document of education.
The detailed information about the legalisation is published on the official web-site of the National Information Center for the recognition of the education in Russian Federation.
The documents issued in the member countries of the multilateral or bilateral agreements can be submitted without the legalisation (The list of countries).
Certified Russian translation of the legalised educational documents and supplements
The translations should be notarised in the Russian Federation or in the Russian embassy/consulate abroad.
The copies of translated documents should be attached to the notarised translations.
The documents issued in the member countries of the multilateral or bilateral agreements can be certified by the rules of the issuing country (The list of countries).
