The programme aims to improve the professional qualifications of persons exercising supervisory and control powers. The programme puts a strong emphasis on applied skills training necessary in connection with the reform of supervisory and control activities to use them in practice.
The format of the programme is a hybrid format, combining a classroom format and a remote format using information and communication technologies. Lectures are accompanied by presentations. The final test is conducted remotely upon completion of the programme.
The format of training in the summer school involves discussions with educators of current issues in legal regulation and the practice of applying legislation in the field of control and supervisory activities. The programme covers a comprehensive range of topics, which currently include:
- the use of a risk-based approach
- compliance with requirements for the presentation of inspection results
- changes in the regulation of control and supervisory proceedings
- implementation of the guarantees established for controlled persons
- application of the mediation procedure in conflict resolution with the participation of regulatory and supervisory authorities
- effectiveness of prevention of risks of non-compliance with mandatory requirements
- experience in implementing the pre-trial appeal model
- implementation of state control (supervision) and municipal control under the moratorium
Students can learn how to solve complex legal problems arising in connection with the implementation of government powers in the field of control and supervisory activities. The programme will encourage you to focus on increasing the level of protection of citizens and to maintain a balance in protecting the interests of society and the state, and of controlled persons.
The professional development programme is aimed at managers, specialists, lawyers of state control (supervision) and municipal control bodies, managers and lawyers of organisations, entrepreneurs and lawyers who protect the interests of businesses in relations with regulatory authorities, scientists and representatives of scientific and educational organisations whose area of interest includes issues in exercising control and supervisory powers and protecting the interests of controlled persons.
Upon completion of the programme, students will acquire a broad knowledge of: composition and structure of legislation in the field of control and supervisory activities of the state, current trends in the formation of law enforcement practice, including judicial practice, developing in the field of control and supervisory activities.

- qualified interpretation of legal acts in their interaction, taking into account the specifics of the type of control
- application of legal norms regulating public relations in the sphere of control and supervisory activities, including gaps and contradictions between norms; analysis of non-standard situations of law enforcement practice and development of optimal solutions

- interaction with the prosecutor’s office
- State control and supervision: characteristics of activities related to interference in the freedom of an individual
- Application of a risk-oriented approach in organising control and supervisory activities
- Prevention of violations of mandatory requirements
- Conducting control (supervisory) activities
- Requirements for the execution of inspection results. Procedural consequences of violating the established procedure for conducting and executing inspection results
- Administrative liability of officials for failure to comply with the requirements of legislation on state control (supervision)
- Application of mediation technology in disputes and conflicts with a public element
- Practice: classes are taught by St Petersburg University educators who are renowned experts in the relevant areas of law, members of scientific advisory councils at government agencies, and practitioners with significant experience in the subject matter of the programme
