Important information for international students
Dear students,
Please note that all foreign students who have entered the Russian Federation for the period exceeding 90 (ninety) calendar days are required to undergo medical examination for the presence or absence of the use of narcotic drugs or psychotropic substances without a doctor’s prescription or new potentially dangerous psychoactive substances; infectious diseases that pose a danger to others; and a disease caused by the human immunodeficiency virus (HIV infection). At the same time all foreign students are subject to the mandatory state fingerprint registration and photographing within 90 calendar days from the date of entry into the Russian Federation (Federal Law No 115-FZ "On Legal Status of Foreign Citizens in the Russian Federation" dated 25 July 2002).
Should foreign citizens have failed to meet the requirement to undergo mandatory state fingerprint registration, photography and (or) medical examination, their period of temporary stay in the Russian Federation may be subject to the reduction.
Should a foreign citizen or a stateless person has failed to leave the Russian Federation within three (3) days after their period of temporary stay was reduced, they will be subject to deportation.
In order to undergo the mandatory state fingerprint registration and photographing, foreign students are requested to be in person at: Lit. B, 10-12, Krasnykh Tekstilshchikov, St. Petersburg (please use the courtyard entrance No 2) and provide the following documents: passport, migration card, migration registration and student’s ID.
It is possible to undergo medical examination in one of the affiliated medical institutions which are authorised to issue respective certificates (the list of these medical institutions is available on the web site of the Internal Affairs Division of the Ministry of Internal Affairs of the Russian Federation in St Petersburg and Leningrad Region https://78.мвд.рф/ms, as well as at: Lit. B, 10-12, Krasnykh Tekstilshchikov, St. Petersburg (courtyard entrance No 2).
Please, note! Upon expiration of medical certificates, foreign citizens are required within 30 (thirty) calendar days, in person and again undergo medical examination. Usually, medical certificates are valid for 12 months.
Foreign citizens are required not only undergo medical examination again but also provide the Territorial Agency of the Ministry of Internal Affairs of the Russian Federation (Lit. B, 10-12, Krasnykh Tekstilshchikov, St. Petersburg) (courtyard entrance No 2) with the copies of the aforesaid medical certificates.
The exempted from undergoing examination are foreign citizens with the temporary residence permit (Russian — РВП), the residence permit (Russian — ВНЖ) in the Russian Federation.
Foreign students are required to inform the Passport and Visa Support Department at St Petersburg University in person or via email that they have abided by the provision to undergo the mandatory state fingerprint registration, photographing and medical examination as set forth by the legislation of the Russian Federation.
