G.O.R.K.I. Centre at St Petersburg University helps Saint Petersburg Mining University in a pilot project to improve the higher education system in the Russian Federation
The Geopolitical Observatory for Russia’s Key Issues (G.O.R.K.I. Centre) at St Petersburg University is a co-organiser of a discussion panel held at Saint Petersburg Mining University. The panel discussed the influence of the insurance and reinsurance market on the process of strengthening Russia’s technological sovereignty.
This event is the first in a series of four planned meetings, as part of the pilot project at Saint Petersburg Mining University to improve the system of higher education in the Russian Federation. It aims to prepare high-calibre engineering personnel in specialist’s programmes. St Petersburg University is providing assistance to Saint Petersburg Mining University in implementing this pilot project.
The discussion was moderated by Professor Karin Kneissl, Head of the G.O.R.K.I. Centre at St Petersburg University, an expert analyst in the field of energy, ex-Minister of Foreign Affairs of the Republic of Austria (2017-2019). In her report, she focused on the role of reinsurance in modern economy. "Any commercial transaction with goods requires insurance coverage. In the case of compensation payments, insurance companies turn to reinsurance companies. Since 2022, we will witness numerous secondary agreements through the insurance segment — the EU and G7 measures on oil price cap mechanism," said Karin Kneissl.
It is essential for Russia to develop alternative insurance structures to counter the oligopoly of Western reinsurance companies.

The event opened a new format of interaction between St Petersburg University and Saint Petersburg Mining University. During the event, the two leading universities signed a cooperation agreement.
During the first meeting, experts at St Petersburg University, Saint Petersburg Mining University and representatives of Russian business discussed the analysis of the current state of technological sovereignty of the Russian Federation in the field of raw materials. They also discussed the role of insurance and reinsurance in the context of energy resource exports. The experts expressed ideas on how these types of relations effectively strengthen the interests of the Russian Federation in the mining industry.
