Health is more important: social scholarships extended for two months

At present, students at St Petersburg University have no opportunity to comply with the formal rules of document flow and accounting without physical contact with other people. So, in this emergency situation, St Petersburg University has decided to extend the payout period for social scholarships for two months without the necessity to provide a confirming document.

On 1 April, Deputy Rector for Legal Affairs Yury Penov issued an order ‘On Observance of the Rights and Legal Interests of St Petersburg State University Students’. It extends the payout period of social scholarships. To extend the payout period, students will only need to submit an application in the student’s personal account. Confirming documents will not be needed.

The document originals must be submitted only after the cancellation of ‘Recommendations for the prevention of coronavirus infection (COVID-19)’ published on 12 March 2020 on the official website of the Office of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing in St Petersburg.

Under the conditions of combating the spread of coronavirus infection, St Petersburg University continues to consistently uphold the constitutional rights of university students to education.

‘We acknowledge openly that management decisions related to ensuring the life and health of staff and students and ensuring the constitutional right to education, now have an undeniable priority,’ stresses Yury Penov.

The Order, which takes into account, among other things, the proposal of the Head of the Financial Planning Department Elena Mishutina, ensures: the observance of the rights and legitimate interests of St Petersburg University students; and the rights and freedoms of man and citizen, specified in chapter 2 of the Constitution of the Russian Federation, including those provided for in articles 39, 41 and 43 of the Constitution.

Recall that on 26 March, two orders were issued at St Petersburg University (see In this emergency situation: State Final Examination and document workflow management - remotely).  They fixed decisions that were also made due to this emergency situation.
