Professor of St Petersburg University awarded a medal for strengthening interparliamentary cooperation
A meeting of the Expert Council of the The Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS) on Legal Affairs has taken place in St Petersburg. During the meeting, Professor Anton Rudokvas of St Petersburg University was awarded a medal ’For Strengthening Parliamentary Cooperation’.
The award is given for special contribution to: the development of parliamentarism; strengthening democracy; and ensuring the rights and freedoms of citizens in the member states of the Commonwealth of Independent States.
The award was presented by Dmitriy Kobitskiy, Secretary General of the Council of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States. He thanked Anton Rudokvas for the joint work. Professor Rudokvas with his colleagues had been involved in the development of model laws of the CIS countries for the last ten years. Such documents contain standard rules and help unify and harmonise legislation in the CIS member states. All laws developed by scientists and lawyers were either passed by the IPA CIS or are in the process of adoption. Anton Rudokvas is also engaged in legal expertise of the CIS model legislation.
One of the most recent projects is the drafting of a model law on foundations. This document is intended to systematise the regulation of relations on the establishment of different types of foundations: charitable, lifetime private and legacy foundations. The legal act will regulate issues regarding: the establishment of a foundation; relations between the beneficiary and the persons managing the foundation; and the conditions of transfer of inherited property to an inherited foundation.
Anton Rudokvas recalled that on 1 March 2022, a new law came into force in Russia which amended the Civil Code. The amendments, in particular, concern the establishment of personal funds for managing inherited property. There are also relevant provisions in the draft model law ’On Foundations’.
