St Petersburg University to support the development of the Ivanovo Region
A delegation of the consortium of scientific and educational institutions and industrial enterprises of the Ivanovo Region has visited St Petersburg University. During the meeting, there was a discussion on possible areas of cooperation for the socio-economic development of the region.
The meeting brought together rectors and vice-rectors of the region’s universities. It was also attended by the centre "My Business", which provides educational and advisory services to small and medium-sized businesses and future entrepreneurs. The initiative to develop cooperation between the University and the Government of the Ivanovo Region was introduced by Governor of the Ivanovo Region Stanislav Voskresensky. The region is interested in joint cooperation with the Mendeleev Research and Educational Cluster, as he said earlier. The development and implementation of joint projects will benefit the research, educational and innovative potentials of the Ivanovo Region. In May 2022, Anastasia Yarmosh, Vice-Rector for Strategic Development and Partnership at St Petersburg University, visited Ivanovo at the invitation of the Ivanovo Region. She held a strategic session for representatives of the universities of the Ivanovo Region to discuss possible ways for future cooperation. Among the issues discussed were: a programme of the Mendeleev Research and Educational Cluster and the Priority 2030 programme to name just a few.
During the meeting, the participants discussed the following issues: participation in the cooperation programme of the Mendeleev Research and Educational Cluster; development of network academic programmes together with St Petersburg University; and implementation of scientific and technical projects. The University experts also spoke about the clinical approach in education; sociological research; and projects of the National Technology Initiative at the Distributed Ledger Technologies Centre.
Cooperation within the Mendeleev Research and Educational Cluster is set to promote the development of Russian subjects, by filling the shortage of personnel and creating opportunities for young professionals to work in the region. Elvira Zeletdinova, Vice-Rector for Teaching Methods at St Petersburg University, focused on the network format of academic programmes. St Petersburg University has been developing this area for two years. During this time, 20 degree and non-degree programmes have been developed in the network format, with 17 programmes being already implemented at the University.
St Petersburg University sees the need to share its resources, i.e. human, research, intellectual, and material resources, with regional universities in order to implement academic programmes that would attract young people.

‘Nikolay Kropachev, Rector of St Petersburg University, set the task to help the regions retain young people who will later participate in the real sector of the economy. To this end, we can offer a wide range of network programmes,’ said Elvira Zeletdinova.
There are several formats for the cooperation in this area. Network programmes with a partner university can further be developed to joint-degree programmes. In this regard, the relevant academic programmes must be identical. What is a more optimal way is to offer some disciplines by St Petersburg University as a module in the academic programmes of a regional university. This is the format of how St Petersburg University cooperates with Petrozavodsk State University. Its students have a course from St Petersburg University as a non-degree programme. Upon graduation, students get a degree and a document on advanced training. In this case, restructuring the curricula of universities is not required.
Maiia Rusakova, Head of the working group on the development of the clinical approach at St Petersburg University and Head of the Sociological Clinic at St Petersburg University, spoke about the clinical form of education at the University. She discussed the projects that students were working on. Iuliia Neliubina, Development Director of the Distributed Ledger Technologies Centre, introduced the main areas of activity of St Petersburg University developers. She also made a presentation of products that are being developed. She also focused on the ready-made technical solutions that the University could offer to universities.
During the visit, representatives of the Ivanovo Region visited the St Petersburg University Research Park and took part in a meeting with Sergey Mikushev, Vice-Rector for Research at St Petersburg University. There was an excursion to the resource centres. Among them were: the Centre for X-ray Diffraction Studies; the Chemical Analysis and Materials Research Centre; the Centre for Innovative Technologies of Composite Nanomaterials; the Centre for Physical Methods of Surface Investigation; and the Centre for Optical and Laser Materials Research.
