Minutes of the Rector’s Meeting
Some issues of improving the system of higher education
In the address to the Federal Assembly on 21 February, Russia’s President Vladimir Putin said that due to the challenges that Russia faces today, the Russia’s higher education needs to be transformed through "a synthesis of all the best that was in the Soviet education system and the experience of recent decades". The primary task of changing the national higher education system is to ensure the security, sovereignty, and competitiveness of Russia. On 19 April, a meeting of the Council of the Russian Union of Rectors was held. The meeting discussed issues of improving the system of higher education.
On 12 May, President of the Russian Federation Vladimir Putin signed Executive Order № 343 "On some issues of improving the system of higher education". In accordance with the Executive Order, in the 2023/24 and 2025/26 academic years, a pilot project will be implemented to change the levels of professional education. The reform of the higher education system implies a transition to a three-stage system: two levels of higher education (basic education is 4 to 6 years; and specialised education is 1 to 3 years) and one level is professional education (aspirantura studies). The level of specialised higher education, as part of the pilot project, will be set to offers master’s programmes, clinical residency programmes, and assistantship and internship programmes. Six universities will take part in the pilot project. Among them are the following: Immanuel Kant Baltic Federal University; Moscow Aviation Institute (National Research University); National University of Science and Technology ‘MISiS’; Moscow Pedagogical State University; St Petersburg Mining University; and National Research Tomsk State University. The project participants are to approve the programmes by 30 June. From September, they will begin to implement the project.

Events at the St Petersburg University Representative Office in Spain On 18 April, the St Petersburg University Representative Office in Spain
On 18 April, the St Petersburg University Representative Office in Spain hosted an online lecture on the history of St Petersburg. It was delivered by Olga Armenkova, Assistant Professor in the Department of Foreign Languages for Students in Mathematics and Information Technology at St Petersburg University. On 20 April and 4 May, there were online lectures by Nina Scherbak, Associate Professor in the Department of English Philology and Cultural Linguistics, on the works of Edgar Poe, as well as on magical realism and Latin American literature. On 11 May, Vadim Pugach, Associate Professor in the Department of Pedagogy at St Petersburg University, delivered the online lecture "Teacher-student-text: the relationship of the three actors of education".
Events at the St Petersburg University Representative Office in Italy
On 19 April, a translation workshop was organised at the St Petersburg University Representative Office in Italy. Students from St Petersburg University and the University for Foreigners of Siena took part in the workshop. The story "About the Giraffe Fedia" by Natalia Nusinova was chosen for translation. On 5 May, there were lectures by: Professor Stefania Carpiceci "First women, then children. To resist and dream in warring cities: Roberto Rossellini’s Rome, Open City and Vittorio De Sica’s Shoeshine"; and Liubov Bugaeva, Professor in the History of Russian Literature at St Petersburg University, "Modern Russian cinema and TV screen: new/old heroes".
Events at the St Petersburg University Representative Office in China
On 20 April, the Representative Office of St Petersburg University in the People’s Republic of China hosted an online lecture from the new series of lectures on the law "Current issues in sports law". It was delivered by Ilia Vasilev, Associate Professor in the Department of Theory and History of State and Law at St Petersburg University and Academic Supervisor of the master’s programme "Lawyer in the Field of Sports Law (Sports Lawyer)". On 11 May, Natalia Malysheva, Associate Professor in the Department of Theory and History of State and Law at St Petersburg University, delivered the online lecture "Experience of studying the law of the People’s Republic of China at St Petersburg University: theoretical and legal aspect".
Developing cooperation between St Petersburg University and Jilin University
On 26 April, representatives of St Petersburg University met with Professor Zheng Weitao, Vice President of Jilin University (the People’s Republic of China). The Jilin University delegation also included: Professor Mu Jianxin, Dean of the Engineering Research Centre of Special Engineering Plastics at Jilin University, and Professor Wu Hao, Director of the Northeast Asian Research Centre of Jilin University.
The parties discussed approaches to interaction between St Petersburg University and Jilin University. After that, they signed a new cooperation agreement. As part of the visit, representatives of the Jilin University delegation also presented a letter to Vladimir Popondopulo, Head of the Department of Commercial Law at St Petersburg University. It informed him of his appointment as an honorary professor of Jilin University.
Developing cooperation with Slavonic University (the Republic of Moldova)
On 26 April, representatives of St Petersburg University met with the Rector of Slavonic University in the Republic of Moldova, which is the only higher education institution in the Republic of Moldova teaching students exclusively in the Russian language.
During the talks, the parties discussed prospects of further collaboration. These include opening of a representative office of St Petersburg University and a centre for language testing at Slavonic University in the Republic of Moldova, and other issues. A cooperation agreement was signed between St Petersburg University and Slavonic University. Participation of St Petersburg University professors in an online screening in India of the documentary film "Maidan. Turn to war"
On 5 May, St Petersburg University professors took part in an online screening of the documentary film "Maidan. Turn to War" (2022, directed by Roman Toloknov), which was organised by the Russian House in Mumbai and devoted to the tragic events of 2 May 2014 in Odessa. The event was attended by members of the Indian public, including students and professors from a number of universities in Western India. Stanislav Tkachenko, Professor in the Department of European Studies at St Petersburg University, addressed the participants.
Participation of St Petersburg University students in the Annual Investment Forum
The Annual Investment Forum was held in the United Arab Emirates from 8 to 10 May. Four students of St Petersburg University − Daniil Krivenko (a second-year bachelor’s student in International Relations); Alekesi Kiut (a second-year bachelor’s student in International Relations); Aleksandr Averianov (a third-year doctoral student in Biology); and Mark Tsarukian (a third-year bachelor’s student in International Relations) − presented their start-up projects Lingvera, "OGO GO", Terroir Concept, and Tactus and spoke to potential investors and other forum participants. Earlier, a cooperation agreement was signed between St Petersburg University and the Annual Investment Forum.
Developing cooperation with Kyrgyz-Russian Slavic University
On 10 May, representatives of St Petersburg University met with representatives of Kyrgyz-Russian Slavic University (Kyrgyzstan). Kyrgyz-Russian Slavic University ranks first among Kyrgyz universities in the Webometrics Ranking of World Universities.
During the talks, it was decided to: intensify collaboration, including opening a representative office of St Petersburg University at Kyrgyz-Russian Slavic University; develop joint network academic programmes; introduce online courses of St Petersburg University in the teaching and learning process of Kyrgyz-Russian Slavic University; and explore the issue of developing joint online courses (for example, in religious studies, international relations and others). It should be noted that representatives of Kyrgyz-Russian Slavic University highly appreciated the organisation of expert work at the University.
The Deputy Head of the Presidential Administration of the Republic of Belarus visits St Petersburg University
On 11 May, Nikolay Kropachev, Rector of St Petersburg University, Corresponding Member of the Russian Academy of Sciences, held a meeting with Olga Chupris, Deputy Head of the Presidential Administration of the Republic of Belarus. During the meeting, Nikolay Kropachev presented the experience of the University related to the organisation of educational, research and expert activities. Nikolay Kropachev and Olga Chupris discussed issues of cooperation of St Petersburg University with government authorities and higher education institutions and scientific organisations of the Republic of Belarus.
Presentation "Photo and film material commemorating the 100th anniversary of the formation of the Republic of Türkiye"
On 11 May, the presentation "Photo and film material commemorating the 100th anniversary of the formation of the Republic of Türkiye" was held. The event was a part of the activities of the Centre for Eurasian Studies at St Petersburg University with the assistance of the St Petersburg Society for Scientific and Cultural Relations with Türkiye. The event included a demonstration of unique photographs and archival documentary materials commemorating the 100th anniversary of the formation of the Republic of Türkiye and the first contacts between the new Türkiye and Soviet Russia. Irina Novikova, Dean of the School of International Relations of St Petersburg University, noted that the event was the first in Russia to commemorate the 100th anniversary of the formation of the Republic of Türkiye and opened a series of commemorative events. On the Turkish side, the audience was welcomed by İlyas Kemaloğlu, Professor of Marmara University, who talked about the latest research by Russian and Turkish historians on the period of the formation of the Republic of Türkiye. Erkan Ağaçkoparan, Consul of the Republic of Türkiye in St Petersburg, was the guest of honour at the presentation.
International round table "Bosnia and Herzegovina: 28 years since the signing of the Dayton Peace Agreement"
On 11 May, the international round table "Bosnia and Herzegovina: 28 years since the signing of the Dayton Peace Agreement" was held. It was organised by St Petersburg University and the Republican Centre for the Study of War, War Crimes and the Search for Missing Persons of the Government of the Republika Srpska, supported by the Republika Srpska Mission to the Russian Federation, the Balkan Club of MGIMO and the MGIMO Serbian community.
Actions of the Coimbra Group Universities
Since 2012, St Petersburg University has been a member of the Coimbra Group Universities. The Coimbra Group Universities is an association of European universities created in 1985 to develop links and coordinate the teaching and learning process in the framework of a Pan-European educational policy among the oldest universities in Europe. St Petersburg University was the only representative of the Russian Federation in the group. On 10 March, notification was received that membership of St Petersburg University would be suspended indefinitely − until the University "again conforms to the values of the Coimbra Group".
An Extraordinary General Assembly of the Coimbra Group Universities was scheduled for 26 April. The purpose of the assembly was to cancel St Petersburg University’s membership of the Coimbra Group Universities. No information on the outcome of the meeting was received.
St Petersburg University experts further analysed the statutory documents of the Coimbra Group Universities and no violations of their provisions were found. Thus, the holding of the Extraordinary General Assembly of the Coimbra Group Universities to revoke the membership of St Petersburg University in the Coimbra Group Universities is seen as a consequence of political pressure and Russophobia, of which the Executive Board of the Coimbra Group Universities has been informed.

A cooperation agreement and protocols on academic, research and student exchanges have been signed between St Petersburg University and Walailak University (the Kingdom of Thailand). Approaches to teaching social science
On 21 April, the All-Russian congress of social science teachers was held in Moscow. The idea to hold the congress was discussed at the round table "Teaching social science in general education institutions" in November. The round table was organised by St Petersburg University; the Government of St Petersburg; and the Government of the Leningrad Region (What knowledge you need to get before graduation from school is discussed at St Petersburg University).
On the opening day of the congress, Rossiyskaya Gazeta newspaper published an article by Nikolay Kropachev, Rector of St Petersburg University and Corresponding Member of the Russian Academy of Sciences. According to the article, unjustifiably little attention is paid to teaching social science in the professional community. This conflicts with the mission of the discipline in the context of its role in shaping the worldview of schoolchildren. The discipline "Social Science" is in the top three subjects, the results of the Unified State Exam for which are presented upon admission to a university. For example, in order to become a teacher, social science must be taken to be admitted to most areas of studies.
It is very important that the Ministry of Education has initiated a project "Talking of What Matters" and the teachers implement this initiative. Yet this project is still far from being perfect. Today, class teachers need competent support from colleagues and experts. It is the discipline "Social Science", along with the native language, literature and history, that should take a leading position in solving worldview problems. It is social scientists who should initiate and develop conversations with children and adults about the most important things, i.e. the moral and spiritual values of Russian society.
In accordance with the school curriculum, a modern teacher of social science should be an expert in law, economics, philosophy, sociology, political science, and psychology. In other words, they should be completely unique specialists. In this regard, a question may arise: how are these unique specialists prepared? The experts of our University analysed 52 university academic programmes and found that teachers of social science are prepared mainly within the framework of academic programmes for teachers of history, and all of the above components are simply summed up as separate disciplines. These findings are also supported by the survey data. 92% of social science teachers combine the teaching of this subject with history, while history is considered as a main subject and social science is considered as an auxiliary subject.
At the request of the Sirius Educational Centre, St Petersburg University scholars (political scientists, sociologists, economists, philosophers, lawyers, and educators) have developed a professional development programme for current teachers of social science. The task of the programme is not only to answer topical questions of teachers and students, but also to show them the integrative function of the value and semantic core in the construction of the discipline of social science at Russian schools. Constructing this core should be underpinned by Executive Order of the President of Russia № 809 "On Approving the Fundamentals of State Policy for the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values" dated 9 November 2022 and the values that are stipulated in the Executive Order.
Along with the non-degree programmes, St Petersburg University has developed the master’s programme "Educator for High Technology School (Social Science)". The programme is set to prepare social science teachers who will teach the discipline in the context of accelerated digitalisation and the achievement of technological independence. The Ministry of Science and Higher Education of the Russian Federation supported this initiative and allocated targeted budgetary places. Applicants can be graduates of classical universities, e.g. historians, sociologists, lawyers, economists, or political scientists, who are interested in pedagogy, and social science for them is an interesting subject. The programme is also for teachers seeking to master methods of teaching social science. This academic year, in September, teachers will be able to start to study on the job.
Meeting of the Presidium of the Council of Rectors of Higher Educational Institutions of the Northwestern Federal District to discuss preparation of personnel for defence industry organisations
On 4 May, St Petersburg University hosted a meeting of the Presidium of the Council of Rectors of the Northwestern Federal District. The meeting brought together the heads of universities and representatives of the largest industrial enterprises of the city. Alexander Beglov, Governor of St Petersburg and Member of the St Petersburg University Board of Trustees, and Dmitry Afanasiev, Deputy Minister of Science and Higher Education of the Russian Federation, addressed the participants in the meeting with welcoming words.
During the meeting, the participants also discussed the issue of personnel training in the framework of targeted training. Nikolay Kropachev, Rector of St Petersburg University and Corresponding Member of the Russian Academy of Sciences, said that the University changed the procedure for sponsored training in 2022 and is now conducting procedure for sponsored training according to the rules that will come into force in the Russian Federation only from next year. Last summer, the University was the first university among Russian universities to launch an open All-Russian contest for signing agreements on sponsored training with enterprises in Karelia. Applicants could be not only those who live in Karelia, but also representatives of any region of the country. As part of the contest, over 100 applications from more than 30 subjects of the Russian Federation were submitted for three sponsored places. The winners were the applicants with the highest number of scores for the Unifies State Exams. All of them will come to Karelia from other regions.
This year, St Petersburg University signed a similar agreement with the Leningrad Region and sent proposals for cooperation within the framework of sponsored training at St Petersburg University to the governors of all constituent entities of the Russian Federation.
During the meeting, experts discussed the issue of providing personnel for enterprises of the military-industrial complex and training specialists in the field of information technology, radio engineering, communications, and chemical industry to name just a few (Preparing engineers for industry discussed at St Petersburg University).
Participation of St Petersburg University in the organisation and holding of St Petersburg International Legal Forum
Sergei Belov, Dean of the Faculty of Law, spoke about the participation of St Petersburg University in the organisation and holding of the 11th St Petersburg International Legal Forum. On 11 to 13 May, at the largest platform for professional discussions, the representatives of Russian and foreign legal community, famous public and state figures, representatives of business and authorities discussed the role and place of law in the present-day world. Leading experts of the University spoke at round-table discussions and discussions dedicated to: the development of international legal order; quality of training of modern lawyers; law reform; and other topical issues.
Over the four days, more than 150 business programme events were held, including 22 sessions as part of the International Youth Law Forum. More than 3,800 people from 54 countries and territories took part in the forum, including more than 70 students from St Petersburg University. More than 500 speakers participated in the main programme panels, including: 300 participants in person; more than 80 experts in online video conferences; and more than 130 specialists in the youth panels.
One of the important topics of the forum was the protection of family values in today’s changing world. The experts looked at international practices of family relations and discussed how to create a system of measures to protect the family and its well-being. The 11th St Petersburg International Legal Forum included ceremonial registrations for pairs of law students (St Petersburg University participates in the International Legal Forum).
On day zero, St Petersburg University organised the International Youth Legal Forum. This year, it kicked off the main legal week of the year. Over 400 young lawyers from Russia and overseas took part in thematic sessions and master-classes conducted by: leading Russian lawyers; representatives of government authorities and law firms; as well as law academics and educators (Head of the Investigative Committee at the Youth Legal Forum: "Without core values, neither society, nor the state, nor man can exist").
Sergei Belov noted that among the nearly two dozen experts from St Petersburg University who spoke at the forum and moderated its panels, three experts represented non-legal fields − medicine, journalism and sociology. In general, among representatives of universities and academic institutions at the forum, non-lawyers were only from St Petersburg University. In particular, the forum held the panel ‘Medical Professions Operating under the Sword of Damocles: "Negligent Doctors" vs "Extremist Patients"’. The session brought together St Petersburg University experts (During the International Youth Legal Forum, St Petersburg University experts propose to radically change the form of the patient’s medical consent).
For the first time, information about St Petersburg University was presented at the forum in the form of a special stand pavilion. Information about academic programmes, expert and research projects was available there. Publications by St Petersburg University scholars were posted there and staff members were on duty, ready to speak competently about the University’s activities.
Organisation of the teaching and learning process
Over the past week, 10 enquiries were addressed to the Senior Vice-Rector for Academic Activities. The majority of enquiries relate to interim assessment results and the procedures for granting an academic leave.
An analysis of the information on the organisation of the teaching and learning process provided by the heads of academic and research subdivisions has been carried out. Classes are held according to the timetable in due order. As of 12 May, the information was not sent by: Anna Germer, Director of the Medical College; and Alla Shaboltas, Dean of the Faculty of Psychology.
The heads of academic and research subdivisions continue to hold meetings with student activists: group heads, and representatives of student councils and student scientific societies to name just a few. Over the past week, meetings on the organisation of the teaching and learning process were held at: the Faculty of Biology; the Faculty of Foreign Languages; the School of International Relations; the Faculty of Sociology; the Faculty of Physics; the Faculty of Philology; and the Faculty of Economics.

Elena Lebedkina, Head of the Main Department for Exhibitions, Museum, Library and Publishing Activities, presented a digest of cultural events that will be held at the University from 15 to 21 May.
Online exhibition "Letters from Nikolai Bronnikov to his wife. Separated by war"
On the day of the Great Victory, St Petersburg University History Museum opened an online exhibition "Letters from Nikolai Bronnikov to his wife. Separated by war". The letters from biology student Nikolai Bronnikov are addressed to his wife Tamara, a student of his own group. The first letter is dated 1 August 1941, the last is dated by 14 February 1945.
Exhibition ‘Such a mixture of clothes and faces, tribes, dialects, states!’
At 5 pm on 15 May, the Exhibition Hall of the Twelve Collegia building held a vernissage of the exhibition ‘Such a mixture of clothes and faces, tribes, dialects, states!’ by Honoured Artist of Russia Gennadii Sotnikov (1938-2007). The exhibition will run until 2 June.
Exhibition "Surtr. The realm of fire" by Denis Oding
The Diaghilev Museum of Modern Art at St Petersburg University hosts an exhibition "Surtr. The realm of fire" by contemporary St Petersburg artist Denis Oding. The exhibition will run until 26 May. This is a new cycle of his works dedicated to the Old Norse kingdom of fire Muspelheim, guarded by Surtr, the fire giant.
Meeting with Honorary Professor of St Petersburg University Aleksei Zhabko
At 5 pm on 17 May, the reading room of the library at the Faculty Applied Mathematics and Control Processes will hold a meeting with Honorary Professor of St Petersburg University Aleksei Zhabko. He will talk about Vladimir Zubov, his teacher and the founder of the Faculty of Applied Mathematics and Control Processes at St Petersburg University.
Lecture on rapakivi granite in the architecture of St Petersburg, the Northern Capital of Russia
At 5 pm on 17 May, the reading room of the M Gorky Scientific Library will hold the lecture "Rapakivi" from the cycle "Stone decoration of St Petersburg" by Elena Panova, Professor in the Department of Geochemistry at St Petersburg University. The lecture will focus on rapakivi granite in the architecture of the Northern Capital of Russia.
Concert in memory of Fedor Solomonov who was a student in history
At 6 pm on 18 May, the assembly hall at 15, 6th Line, Vasilyevsky Island, will host a vocal evening of the academic programme "Academic Singing" in memory of Fedor Solomonov who was a student in history. He volunteered for military service and died heroically at the front of the special military operation in April in 2023 (In memory of Fedor Solomonov, who died heroically in the zone of the special military operation). The programme includes arias, romances, songs of the 17th-20th centuries. The concert will be held by Galina Zhukova, Head of the academic programme of St Petersburg University "Academic Singing" and Associate Professor at St Petersburg University.
Events of the 18th St Petersburg International Book Fair
From 18 to 21 May, St Petersburg University takes part in the 18th St Petersburg International Book Fair. At the St Petersburg University stand, you can purchase books and periodicals published by the St Petersburg University Publishing House. Pavilion A will host presentations, autograph sessions, and other events. The fair also includes other events. Among them are the following:

Exhibition "16 labyrinths of Vladimir Nabokov"
The Vladimir Nabokov Museum at St Petersburg University holds an exhibition "16 labyrinths of Vladimir Nabokov". It is prepared in partnership with the Rozhdestveno Memorial Estate. The exhibition will run until 27 May.
Awarding employees of St Petersburg University
Laura Useinova, Acting Vice-Rector for Human Resources, reported on recent awards to the University staff.
The solemn meeting of the Academic Council of Immanuel Kant Baltic Federal University held the ceremony of awarding the degree "Honourary Doctor of Immanuel Kant Baltic Federal University" to Tatiana Chernigovskaya, Director of the Institute for Cognitive Studies at St Petersburg University, and Elena Kazakova. Director of the Institute of Pedagogy at St Petersburg University.
The winners and prize-takers of the contest for the award of the Government of St Petersburg "Youth Prize of St Petersburg" for 2022 have been announced (see the Decree of the Government of St Petersburg dated 4 May 2023). Three employees of the University are the laureates of the award. Among them are the following:
- The nomination "In the field of education" - Aleksandr Lvov, Associate Professor in the Department of the History of Philosophy at St Petersburg University; the prize-taker is Vyacheslav Suyazov, Associate Professor in the Department of Theory and History of State and Law at St Petersburg University
- The nomination "In the field of science and technology" — Andrei Shishov, Associate Professor in the Department of Analytical Chemistry at St Petersburg University
- The nomination "In the field of health care" — Gleb Kim, a doctor and a cardiovascular surgeon at the Pirogov Clinic for High Medical Technologies at St Petersburg University

He is an instructor-teacher at the Sports Club at the Sports Department at St Petersburg University.
Vadim Mazurov was awarded the Order of Alexander Nevsky for merits in research and teaching activities, preparing qualified specialists and many years of conscientious work by Executive Order № 304 "On awarding state awards of the Russian Federation" of the President of the Russian Federation dated 27 April 2023. He is a specialist of the scientific and educational department of the Pirogov Clinic of High Medical Technologies at St Petersburg University.
Nikita Morozov was awarded the Order of Alexander Nevsky for merits in research and teaching activities, preparing qualified specialists and many years of conscientious work by Executive Order № 339 "On awarding state awards of the Russian Federation" of the President of the Russian Federation dated 12 May 2023. He is Honorary Professor of St Petersburg University and Head of the Department of Theory of Elasticity at St Petersburg University.
Ekaterina Shugrina was awarded the gratitude of President of the Russian Federation Vladimir Putin for active participation in the development of local self-government in the Russian Federation. She is Professor in the Department of Constitutional Law at St Petersburg University.
