St Petersburg University signs an agreement with Indonesian online education platform ICE Institute
As part of the events to mark the 300th anniversary of St Petersburg University, the Petrovsky Hall hosted the signing ceremony of a memorandum of understanding between St Petersburg University and the Indonesia Cyber Education Institute (ICE Institute).
The purposes of the agreement include: the development of joint research projects in the field of online learning; the organisation of academic and scientific events that promote online learning; the exchange of online courses for educational purposes; and other opportunities for cooperation between the organisations.
Sergey Andryushin, Vice-Rector for International Affairs of St Petersburg University, noted that our university today is a world leader in online education. At St Petersburg University, leading scholars have already developed more than 500 courses in various scientific areas. Every year, these courses are taken by millions of users.
The Indonesia Cyber Education Institute is also the driving force behind the education system in its country. I hope that by combining the potential of our universities to develop new successful projects in the field of online education, we will reach a new qualitative level.

Vladimir Starostenko, Vice-Rector for Digital Transformation and Information Security at St Petersburg University, spoke about the results of the work carried out during the negotiations with the Indonesian delegation. He stressed the University’s readiness to move on to practical work, and noted the symbolism of signing the agreement on the day of the 300th anniversary of St Petersburg University.
"It is symbolic that today we are signing a cooperation agreement in the field of online courses. I believe that this is an integral part of modern education and the line that we will continue to follow. And who knows, maybe in the next 300 years our partnership will become a new milestone in the history of our universities," said Vladimir Starostenko, Vice-Rector for Digital Transformation and Information Security.
ICE Institute (Indonesia Cyber Education Institute) is a platform for hosting online courses of universities and other educational institutions and companies, established in 2021 under the auspices of the Ministry of Education and Culture of Republic of Indonesia. Since December 2023, it is a member of the Global MOOC and Online Education Alliance, an international association in which St Petersburg University is a co-founder and the only representative of Russia.
The event was also attended by Anastasiia Kovalchuk, Director of the Centre of E-Learning Development at St Petersburg University. On the Indonesian side, the agreement was signed by: Ojat Darojat, Rector of Universitas Terbuka, who acted as a signatory of the memorandum as the Chairman of the Indonesia Cyber Education Institute consortium; and Paulina Pannen, Chairperson of ICE Institute.
"I would also like to congratulate St Petersburg University on its anniversary. Our institute has high hopes for this cooperation," said Paulina Pannen, Chairperson of the Indonesian Cyber Education Institute under Universitas Terbuka.
