Gratitude to the staff of St Petersburg University from the President of the Russian Federation, and recognition of St Petersburg University employees
President of the Russian Federation Vladimir Putin signed an order declaring gratitude to the staff of St Petersburg University for their services in the field of science and education, and training of highly qualified specialists. The document is published on the website of the President of Russia.
St Petersburg University, which celebrates its 300th anniversary this year, is one of the leading Russia’s centres of science and education. Among its lecturers and graduates are many leading scholars and world-famous cultural, political and sports figures who have made a significant contribution to the development of society over three centuries. Among the University graduates and staff are nine Nobel Prize winners and two Fields Medallists (The staff of St Petersburg University receive gratitude from the President of Russia).
By the same decree, employees of St Petersburg University were rewarded for their merits in scientific and pedagogical activities, training of highly qualified specialists and many years of conscientious work.
Nikita Kuznetsov, Director of the Institute of Philosophy at St Petersburg University, was awarded a certificate of honour from the President of Russia.

International activities
The following events were recently held at St Petersburg University.
Charitable donation agreement with Rencons
On 12 April, St Petersburg University and Rencons entered into a charitable donation agreement. Apart from the scholarship established at St Petersburg University in 2022 in the name of the former Consul General of the Republic of Türkiye in St Petersburg Mehmet Ferhan Yorulmaz, the payment of which is made from the funds of Rencons, students, following the results of a competitive selection, can receive a personal scholarship from Rencons. The scholarship amount is 15,000 roubles monthly.
Events at the St Petersburg University Representative Office in Uzbekistan
The following events were held at the Representative Office of St Petersburg University in the Republic of Uzbekistan in a face-to-face format: On 19 April, Evgeny Osmanov, Associate Professor in the Department of Theory of Social Development of Asian and African Countries at St Petersburg University, delivered the lecture "China in the System of Regional Relations: History and Modernity"; and Innokentii Karandashov, Associate Professor in the Department of International Law of St Petersburg University, presented a lecture on the issues in interpretation and application of the Chisinau Convention of 2002 in relation to civil and family law issues. On 22 April, Alexey Rodionov, Senior Deputy Dean of the Faculty of Asian and African Studies at St Petersburg University, delivered the lecture "Modern China in the Mirror of Recent Chinese Literature"; and Aleksandr Bogdanov, Professor in the Department of Fundamental Informatics and Distributed Systems at St Petersburg University, presented a lecture on the issues in contemporary informatics.
Events at the St Petersburg University Representative Office in Spain
On 22 April, St Petersburg University and its Representative Office in the Kingdom of Spain held the online lecture "Beauty with meaning: floral framing in religious imagery and secular portraiture". The lecture was delivered by Ekaterina Skvortsova, Associate Professor in the Department of the History of Russian Art at St Petersburg University. On 29 April, there was the online lecture "Memento mori: are animals aware of their own mortality, and if so, to what end?". The lecture was delivered by Daria Podvigina, Senior Research Associate at the Institute for Cognitive Studies at St Petersburg University.
The Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Ethiopia to the Russian Federation visits St Petersburg University
On 27 April, Mr Cham Ugala Uriat, Ambassador Extraordinary and Plenipotentiary of the Federal Democratic Republic of Ethiopia to the Russian Federation, visited St Petersburg University. They discussed the following issues: possibilities of signing an agreement between St Petersburg University and the Ministry of Education of the Federal Democratic Republic of Ethiopia and an agreement between St Petersburg University and the Ministry of Health of the Federal Democratic Republic of Ethiopia; organisation of cooperation with medical universities; and incorporating the study of languages of small ethnic groups of Ethiopia into the academic programmes at St Petersburg University.
Delegation of the Presidential Administration of the Russian Federation visits the branch of St Petersburg University in Tashkent
On 3 May, a delegation of the Presidential Administration of the Russian Federation visited the branch of St Petersburg University in Tashkent. During the visit, the representatives of St Petersburg University made a presentation on the activities of the branch. The issues in relation to the mid-term development of the branch were discussed.
Open day at the branch of St Petersburg University in Tashkent
On 20 April, an open day was held at the branch of St Petersburg University in Tashkent. The event brought together more than 150 graduates of schools, colleges and universities of the Republic of Uzbekistan, who were introduced to the history of the University, its academic programmes at the branch, and admission rules to name just a few.

Organisation of the teaching and learning process
Over the past week, 12 enquiries were addressed to the Senior Vice-Rector for Academic Activities. The majority of enquiries relate to preparation of various documents and transfer to St Petersburg University. Classes are held in due order according to the timetable.
Over the past week, meetings were held with student activists: group heads, and representatives of student councils and student scientific societies to name just a few. They discussed issues with organising the teaching and learning process. The meetings were held at: the Graduate School of Journalism and Mass Communication; the School of International Relations; the Faculty of Philology; and the College of Physical Training and Sports, Economics and Technology.
Increasing the efficiency of learning process in degree programmes at St Petersburg University
According to Marina Lavrikova, Senior Vice-Rector for Academic Activities at St Petersburg University, the University is implementing a set of measures aimed at increasing the efficiency and quality of education. Among them are the following: an independent assessment of student training quality; academic advisement system; before the start of implementation of some of the most complex disciplines, entrance testing of students is carried out; and surveys of students about the reasons for expulsion at their own request to name just a few. Order No 2795/1 dated 18 March 2024 approved a comprehensive plan of measures to improve the efficiency of the learning process in bachelor’s, specialist’s and master’s programmes at St Petersburg University (Order No 2795/1).
The meeting participants spoke about the need for more attentive attitude towards students on the part of curators in order to help them cope with the difficulties of studying at the University away from their families.
Marina Lavrikova asked the heads of the academic and research subdivisions to strengthen work aimed at increasing the efficiency of the learning process in degree programmes at St Petersburg University. To this end, at the initiative of directors of institutes and deans of faculties, other measures may be taken, i.e. not only those listed in the comprehensive plan.
Academic transfer and reinstatement to St Petersburg University
On 22 April, in accordance with Order No 3206/1 "On holding an additional meeting of the Central Transfer and Reinstatement Committee and the Committee for Changing the Basis of Study" dated 21 March 2024, there was a meeting of the Central Transfer and Reinstatement Committee and the Committee for Decisions on Transfer from Fee-Paying Education to Tuition-Free Education.
Applicants for academic transfer and reinstatement to St Petersburg University submitted 638 applications, out of which:
- 73 applications to change the basis of education (transfer from fee-paying education to government-funded places)
- 253 applications for academic transfer from another educational institution, out of which:
- 155 applications for training on government-funded places
- 98 applications for training on a fee-paying basis
- 196 applications for reinstatement to St Petersburg University, out of which:
- 68 applications for training on government-funded places
- 128 applications for training on a fee-paying basis
- 116 applications to change the academic programme, out of which:
- 90 applications from students studying on government-funded places
- 26 applications from students studying on a fee-paying basis
Based on the results of the meeting, the following was recommended:
- change in the basis of education — 20 students
- reinstatement and academic transfer from another educational institution to study on government-funded places — 34 students
- reinstatement and academic transfer from another educational institution on a fee-paying basis — 106 students.
The next meeting of the Central Transfer and Reinstatement Committee and the Committee for Changing the Basis of Study and the Committee for Decisions on Transfer from Fee-Paying Education to Tuition-Free Education will be held on 30 August 2024.
Directors of institutes and deans of faculties have been instructed to analyse the situation in their subdivisions and take measures to attract the best students from other universities to the University.
Employer-sponsored education in non-university level higher education and higher education programmes
On 1 May 2024, a new version of Federal Law No 273-FZ "On education in the Russian Federation" dated 29 December 2012 (hereinafter referred to as the Law on education) and Resolution of the Government of the Russian Federation No 555 dated 27 April 2024 "On employer-sponsored education in fnon-university level higher education and higher education programmes" (hereinafter referred to as Executive Order No 555) came into force. Changes to the Law on education were prepared by experts, including specialists from St Petersburg University, to be introduced by Federal Law No 124-FZ dated 14 April 2023.
According to Aleksandr Babich, Senior Vice-Rector for Youth Policy and Admissions at St Petersburg University, these regulatory legal acts significantly change approaches to organising admission to employer-sponsored education. Thus, starting from 2024, to organise admission to sponsored education, the Unified digital platform in the field of employment and labour relations "Work in Russia" will be used, where customers of sponsored education must place proposals for signing agreements on sponsored education indicating the organisation carrying out educational activities, areas of study (specialty, scientific specialty), the number of agreements on employer-sponsored education that the customer is ready to sign, and support measures provided to the citizen during the study period. The corresponding proposals are publicly available. Based on the results of their consideration, applicants will be able to submit applications for signing agreements on employer-sponsored education. When applying for bachelor’s and specialist’s programmes, applications are submitted through the Public Services Portal of the Russian Federation. Applicants who have submitted applications and meet the established requirements are allowed to compete for places within the admission quota for employer-sponsored education. Organisations carrying out educational activities form a list of such applicants that are ranked in descending order of the number of competitive points. If the number of applicants exceeds the number of places for which admission for employer-sponsored education must be carried out within the quota, the organisation enrols applicants on a competitive basis in accordance with the established number of places. If the number of applicants in accordance with a specific quota proposal exceeds the required number of agreements on employer-sponsored education specified in the proposal, the organisation enrols applicants in a number not exceeding the required number of agreements on employer-sponsored education. A video has been prepared as part of the project "Admissions digest" for those who apply for employer-sponsored education.
The new admission model for employer-sponsored education ensures openness and transparency of competitive procedures and the enrolment of motivated applicants who are best prepared to master academic programmes, which is confirmed by the results of entrance examinations.
For several years now, St Petersburg University, despite the absence of relevant federal legislation, has developed and approved its own system of by-laws, developed and signed relevant cooperation agreements with government agencies of several constituent entities of the Russian Federation (St Petersburg University strengthens cooperation with the Republic of Karelia; St Petersburg University to offer employer-sponsored education for students from the Leningrad Region), and held its own (different from federal) competitions among applicants to sign agreements on employer-sponsored education with organisations of these constituent entities of the Russian Federation. Information about these competitions was published on the St Petersburg University website. After the new edition of the Law on Education and Resolution No 555 came into force, the approaches applied by St Petersburg University were consolidated at the federal level.
Contest of the Russian Science Foundation for small individual research teams
The Russian Science Foundation has announced a contest for small individual research teams in the priority area of the Foundation’s activities: supporting scientific research and the development of research teams occupying leading positions in certain fields of science.
Grants are allocated for fundamental and exploratory scientific research in 2025 to 2026 in all fields of knowledge of the Russian Science Foundation classifier. Projects should be aimed at conducting research in order to develop topics new to research teams (including identifying the object and subject of research, drawing up a research plan, choosing research methods) and forming research teams.
Total number of research team members (together with the principal investigator) should be from two to four people. The size of one grant is up to 1.5 million roubles annually.
The application for the contest must be registered with the information and analytical system (IAS) no later than 5pm (Moscow time) on 14 June 2024.

Webinars from electronic resource providers
St Petersburg University is a participant in the state project for centralised (national) subscription of electronic resources.
Information about resources is presented in a unified list of resources on the website of the M Gorky Scientific Library at St Petersburg University; the rules of use are known. Starting from 2020, the duties of a single operator of a centralised (national) subscription to scientific information resources are performed by the federal state budgetary institution "Russian Centre for Scientific Information" (formerly the Russian Foundation for Basic Research).
Providers of electronic resources conduct special webinars for users of organisations receiving access: from May to December. The calendar is active: you can find out which webinars are scheduled on the designated dates and take part in them.
Contest of grants for students of universities in St Petersburg, and doctoral students of universities, and industry and academic institutions in St Petersburg
The Committee on Science and Higher Education is holding a grant contest for students of universities in St Petersburg, doctoral students of universities, and industry and academic institutions located in St Petersburg (hereinafter referred to as the contest). The contest is held in accordance with: Resolution No 823 "On the awards of the Government of St Petersburg to the winners of the grant contest for students of universities in St Petersburg, and doctoral students of universities, and industry and academic institutions in St Petersburg" of the Government of St Petersburg dated 25 June 2010; Paragraph 4 of Subprogramme 1 "Developing a system for identifying, supporting and attracting talented youth into the field of science, technology, vocational education in St Petersburg" of the state programme of St Petersburg "Knowledge Economy in St Petersburg", approved by Resolution No 496 of the Government of St Petersburg dated 23 June 2014; Order No 34 dated 14 April 2015 "On measures to implement Resolution No 823 of the Government of St Petersburg dated 25 June 2010" of the Committee on Science and Higher Education; and Law of St Petersburg No 714-144 dated 29 November 2023 "On the budget of St Petersburg for 2024 and for the planning period of 2025 and 2026".
The main goal of the contest is to develop the research activities of young people. The contest is held in the following areas:

- natural and exact sciences
- technical sciences
- medical sciences
- culture and art
The participants in the contest are those who submitted applications for participation in the contest:
- students who are citizens of the Russian Federation, whose age does not exceed 35 years, studying full-time at universities located in St Petersburg, carrying out research, scientific and engineering activities in universities located in St Petersburg
- doctoral students who are citizens of the Russian Federation, whose age does not exceed 36 years, studying full-time at universities, and industry and academic institutes located in St Petersburg, carrying out research, scientific and engineering activities in universities, and industry and academic institutes located in St Petersburg (hereinafter referred to as the contest participants)

Contest of student research papers on the issues in creating a tolerant environment in St Petersburg
In accordance with Decree of the Government of St Petersburg No 914 "On the establishment of awards from the Government of St Petersburg for the winners of a contest of student research papers on the issues in creating a tolerant environment in St Petersburg" dated 21 July 2010, the Committee on Science and Higher Education is holding a contest of student research papers on the issues in creating a tolerant environment in St Petersburg (hereinafter referred to as the contest).
The goals of the contest are the development of research of young people, and the formation of tolerant consciousness and behaviour among students in St Petersburg.
The contest is held in the following categories:
- psychology
- sociology
- cultural studies
- pedagogy
The winners of the contest are awarded 36 prizes from the Government of St Petersburg. In each category, nine prizes are awarded in the following sizes:
- three prizes of 30,000 roubles
- three prizes of 40,000 roubles
- three prizes of 50,000 roubles each
Participants in the contest can be students who have not reached the age of 36 years on the date of application, studying full-time in state and non-state educational institutions of higher education with state accreditation, located in St Petersburg.

Work of academic councils of the academic and research subdivisions
In the autumn of 2023, on the initiative of Nikolay Kropachev, Rector of St Petersburg University, Corresponding Member of the Russian Academy of Sciences, Order No 12687/1 'On approval of the resolution of the Academic Council of St Petersburg University "On the procedure for the election and work of the Academic Council of the Institute / Faculty"' dated 4 October 2023 was issued. The new procedure made it possible to improve the structure and functions of the academic councils of the academic and research subdivisions of St Petersburg University. To date, according to the new rules, the academic councils of the Institute of History, the Institute of Philosophy, and the Faculty of Liberal Arts and Sciences have been formed.
According to Aleksandr Gnetov, Academic Secretary of the Academic Council of St Petersburg University, from 1 September 2023 to 22 April 2024 24, the academic councils of the academic and research subdivisions held 145 meetings. The leader in the number of meetings was the Academic Council of the Faculty of African and Asian Studies (ten meetings). The chairpersons of the academic councils of the academic and research subdivisions promptly formulate draft agendas for meetings of the academic councils of the academic and research subdivisions and submit them for approval to the academic secretary of St Petersburg University. Their analysis shows that the agenda of the meeting, as a rule, consists of two parts: first, issues that are included in the agenda in accordance with the requirements of by-laws of St Petersburg University or instructions of the Rector, Vice-Rectors, and other officials; second, initiatives (scientific reports, information messages, etc.).
According to Aleksandr Gnetov, the agendas of the meetings of the academic councils of the academic and research subdivisions included speeches by experts from St Petersburg University, which may be of interest to members of the teams of various academic and research subdivisions (for example, speeches by Sergei Belov, Dean of the Faculty of Law, Head of the Institute of State Language Problems, on the implementation of the project on monitoring law enforcement). Such information exchange increases the efficiency of the academic and research subdivisions and promotes the development of interdisciplinarity in academic and reseach activities. 12.

Opening a series of exhibitions to mark the Victory Day
On 6 May, to mark the 79th anniversary of the Victory in the Great Patriotic War, the M Gorky Scientific Library opens a series of exhibitions to mark the Victory Day. Among them are the following: "The fighting University"; "The candle of memory will not go out!"; "Scientific activities of the University during the War and the Siege"; and "The Scientific Library of Leningrad State University during the Great Patriotic War and the Siege".
Online exhibition "Don’t forget the harsh years of the war"
On 9 May, the St Petersburg University History Museum opens the online exhibition "Don’t forget the harsh years of the war".
Opening of the joint exhibition "The chemistry of genius"
On 12 May, the Dmitri Mendeleev Museum and Archives at St Petersburg University and the State Memorial and Nature Museum-Reserve of Ivan Turgenev "Spasskoye-Lutovinovo" open the joint exhibition "The chemistry of genius" at the State Memorial and Nature Museum-Reserve of Ivan Turgenev "Spasskoye-Lutovinovo". The exhibition is dedicated to the life, work and relationships of Ivan Turgenev and Dmitri Mendeleev.
Premiere of the documentary historical film "Nabokov House. A Journey in Time"
On 13 May, the Hermitage Theatre will host the premiere of the two-part documentary-historical film "The house of Nabokov. A Journey in Time", created by the Order of St Petersburg University to mark the 125th anniversary Vladimir Nabokov. The documentary short stories that make up the film were prepared by students and graduates of St Petersburg University.
St Petersburg University on the 19th St Petersburg International Book Fair
From 16 to 19 May, St Petersburg University takes part in the 19th St Petersburg International Book Fair with the presentation of new publications.

On 17 May, the round table "Viktor Astafyev and nature" will be held at the Vladimir Nabokov Museum at St Petersburg University, dedicated to the 100th anniversary of the famous Soviet and Russian writer.

On 29 May, the online exhibition "The many faces of India" opens as part of the cross-year of Russia and India at the M Gorky Scientific Library.
Joint round table "Decoration — age — priorities"
On 31 May, the Vladimir Nabokov Museum at St Petersburg University and the Russian Museum of Ethnography, as part of the international scientific conference "Fashion and design: historical experience, new technologies", will hold the round table "Decoration — age — priorities".
St Petersburg University employee is a finalist in the educational contest "League of tour guides"
Olga Shatalova, an employee at the Museum of the History of Physics and Mathematics at St Petersburg University, was included in the list of finalists of the educational contest "League of tour guides" in the category "Digital excursion". It was organised by the Russian Society "Znanie" and the presidential platform "Russia is a Land of Opportunity". She reached the final with the project, i.e. the online excursion "Magic lantern". The final of the project "League of tour guides" will take place from 16 to 21 May at the International RUSSIA EXPO in Moscow.
